Based on suggestions by others, Dina Yagodich in particular, instead of starting students with a high number of m&m's say almost the whole small bag of 55 or so, just start them with say a dozen and immigrate somewhere around 5-10. This way one small bag of M7m's can serve two students if separated right away in their separate cups.
Frankly I have never had any faculty ask students to supply their own m&m's and I would imagine this would not be a dependable source. Besides, tke one time gift is appreciated.
